I allerstørste hemmelighed sender USA regering den benhårde snigskytte Thomas til Panama for at uskadeliggøre en lokal politiker. Med sig har han Richard, der skyder godt men aldrig har dræbt nogen. Situationen bliver yderligere tilspidset, da det står klart, at en af Thomas' gamle elever er på sporet af dem med alt andet en fredelige hensigter. © Scope
